Yes when going for pen blackstar the new system is worse. Most people aren't at that point though and getting some easy incremental ap gains (previously the main disadvantage of blackstar) is huge. At duo or tri the item looks very good, effectively a c7/9 weapon with more monster ap than a tet blackstar for likely less silver than the caphras.
